Industry Canada Introduces Alternatives to Morse Requirement for HF (July 29 2005) In July 2003, the World Radiocommunication Conference (WRC) 2003 held by the ITU in Geneva, Switzerland, deleted the mandatory international requirement for proficiency in Morse for access to the HF bands below 30 MHz. The revised International Radio Regulations leave it up to individual administrations to decide whether to retain or delete Morse as a national requirement. Since July 2003, more than 25 administrations have deleted the Morse requirement for HF access. Immediately following WRC-2003, RAC conducted an Internet survey of Canadian amateurs on whether Canada should retain or delete Morse. 66% of the statistically significant response of more than 1300 Canadian amateurs either recommended deleting, or would accept deleting, the mandatory Morse qualification, but also recommended other changes. This resulted in discussions between RAC and Industry Canada, following which RAC formally submitted a proposal to the Department recommending, among other things, that the mandatory Morse Qualification be deleted but also that it be retained as a voluntary qualification for reciprocal operations in countries that have not deleted the Morse requirement. Per Canada Gazette Notice DGRB-003-05 dated 30 July 2005, Industry Canada has adopted elements of the RAC "Proposal on Morse Code and Related Matters" and has removed the mandatory requirement for the Morse Qualification for access to the HF bands below 30 MHz. Effective immediately, HF operation on the bands below 30 MHz has been authorized by Industry Canada for: a) amateurs who were certified
with only the BASIC Qualification prior to 2 April 2002;
Those amateurs with only the BASIC Qualification who were certified after 1 April 2002, but who achieved less than an 80% pass mark, will either have to qualify in Morse, write the Advanced or re-write the Basic examination to obtain HF privileges. This latter requirement is related to a decision to increase the BASIC examination pass mark to ensure that candidates have been tested in all areas of the syllabus. Amateurs who need to confirm their examination marks should contact their Accredited Examiner. Accredited Examiners are required to retain marks for at least three years. Also effective immediately, the pass mark for the BASIC Qualification has been raised from 60% to 70%. Amateurs wishing to have their certificates annotated with a Morse Qualification may still do so by passing the Morse examination at 5 Words Per Minute. Holders of only the BASIC Qualification may now construct, install and operate transmitters from kits that have been commercially designed and packaged. BASIC-only holders still are not authorized to modify or install and operate modified commercially manufactured equipment. The above changes and others have been incorporated in revised RICs 2 and 3. All amateurs should review and keep on hand these revised documents. Industry Canada Calls for Public Consultation to Establish Rules for Certifying BPL in Canada (July 29 2005) Industry Canada (IC), with Canada Gazette notice SMSE-005-05 dated July 30 2005, has initiated the public consultation process for the introduction of BPL in Canada. This consultation will decide the process by which BPL will be introduced in Canada, including the development of a new certification standard (ICES-00x) for medium voltage powerline carrier systems. The IC consultation paper gives interested parties 120 days to reply. RAC will reply to this consultation paper directly to IC and through the Radio Advisory Board of Canada (RABC), of which it is a member. The RABC is an association of Canadian radio spectrum user associations, sponsored in part by IC, and used by IC to consult with industry when developing new standards and spectrum management policy. The consultation paper will be handled by RABC's Electromagnetic Committee (EMC), which has appointed RAC's VP Regulatory Affairs, Jim Dean VE3IQ, a member of the RABC Executive, as chairperson of a Working Group (WG) to prepare the RABC's response. Joe Parkinson VE3JG, who has been handling the BPL file, will represent RAC on the WG. RAC is not against BPL; it is against the interference to radio services created by BPL, and looks forward to this consultation process as an opportunity to have an input into the certification standard. RAC's representative on the RABC WG will aggressively push to ensure the concerns of the Amateur Service are addressed in the RABC response. RAC will also express these concerns in a response directly to IC. RAC Foundation Award presented to Ottawa ARES and the Canadian Red Cross. In a ceremony at RAC Headquarters in Ottawa on July 18th, RAC President Earle Smith VE6NM presented a cheque for $1200 from the RAC Foundation to John Sanchez VA3JBS on behalf of Ottawa ARES, and Alistair Hensler on behalf of the Ottawa branch of the Canadian Red Cross.
Ottawa ARES has had a long history of working closely with the Red Cross and local Public Safety services to build and operate the communications network which the organizations have put in place to respond to emergency and disaster situations. Second Annual MARITIME DX FORUM Saturday, 6 August 2005
The venue. This year’s meeting will be held in the manufacturing facilities of Nautel Ltd., a world-class producer of very high quality, AM and FM (analogue and digital) commercial radio transmitters, airport beacons and other electronic products. They will provide a tour of their facilities for those attending. In addition to Nautel, we have two other corporate sponsorships. The Cushcraft Corporation will provide both an outstanding speaker, Ed Hammond, Manager of Ham Radio Antenna Sales, and a great door prize. Elecraft Inc, the producer of innovative HF radio kits, will provide an opportunity for someone to purchase one of their tranceivers at an excellent discount. Examples of two of their units will be on display. The purposes of the Maritime DX Forum are to: 1) share our excitement for all facets of contesting, DXing and HF operating; 2) encourage greater HF activity among hams currently operating only on VHF and UHF; and 3) enjoy ham radio friendships. Spouses are welcome too. If they are not interested in the presentations, they will find many things to do in this delightful tourist area. The evening BBQ is a social event for everyone. Program. A copy of the program is attached. There are two outstanding keynote speakers, including James Latham, TI2DU, from Costa Rica and Ed Hammond, WN1I from New Hampshire. They will bring a wealth of ham radio experience and a fascinating international perspective to the program. Hamfest (July 29-31 2005)
RLARC will be the host for CAMP 807 2005, and they would like to extend an invitation to all Amateur Radio operators, their families, and other interested persons to participate in this annual family event. It's shaping up to be a great weekend! The Camp 807 committee hopes that you can include our region's annual Ham Radio gathering in your summer plans. CAMP 807 2005 will take place the weekend of July 29th, 30th, and 31st at the Holiday Village Trailer Park and Campground, 1101 Mill Road by the overpass in East Fort Frances. There will be no RV camping at this site (new owners of property, no town licence to use as an RV campground) - but the activities will take place at this site. Across the road is the park, with space for about 20 RV's, on a first-come, first-served basis, and tenting area. There is also a sandy beach for swimming. Additional details will be posted as they become available. A final meeting before the onset of Camp 807 will be held on July 4th (tentative date). The VE3RLC repeater on 146.820 (-600) in Fort Frances will be used as the talk-in frequency. SHF 2005 Committee...Hamfest Update The SHF 2005 committee has undertaken a centennial history project. Through the years, we have noticed a decline in the archiving of photographs and history of radio in our Province. We would like to restore our past and make it accessible for everyone. Do you have old photographs that you can part with for a while? Can you make us copies? How about writing up a few pages about what has happened over the last one hundred years in your home area. Anything you can help us with is much appreciated. Please contact the SHF 2005 Committee with any information you can share. Also, as this is the celebration of the province’s one hundredth birthday, we want to make this the biggest, best hamfest the province has ever seen! Equipped with a Kenwood DM-700A dual band radio for local and APRS communications, an Icom IC-229 VHF 2 meter radio for long haul communications with the 14 element beam, which is turned by the CDE Ham 3 rotor. The HF station is a Yaesu FT-600 with an MFJ-949E manual antenna tuner to match the Spiro all-band wire antenna. All these radios are powered by an Astron RS-35A power supply. UI-View32 is used for the APRS software on the Compaq Deskpro PII 400 computer. This APRS station is our local I-Gate and digi, with a full time DSL internet connection. It is also interfaced with a Davis Vantage Pro wireless weather station.
